 It should be noted that the amendments adopted in April and December 2005 changed the election system[2] for Members of the Parliament of Georgia. These amendments were adopted after Constitutional amendments were enacted on 23 February 2005, which changed the number of mandates for Parliamentary elections.[3] The constitutional amendments changed the number of Parliamentary mandates and the text requiring the election of some mandates by “a proportional system” and some by “a majority system” remained unchanged. The amendments to the Election Code, however, change the “majority system” from single member constituencies to multi-member constituencies where “bonus” mandates are awarded to the political party that secures at least 30% of votes in the multi-member constituency.
