These articles are uncommon by international comparison.[33] Articles 92 and 1071 present concerns as to their compliance with international standards as it is not apparent why prohibiting the candidacy of “drug addicts” is strictly necessary in a democratic society. Nor is it clear how one test proves “addiction”. It is recommended that Articles 92 and 1071 be amended to address all of the concerns stated above. It may be that the only satisfactory solution is the removal of these provisions from the Election Code.
