The amendments affected the composition of District elections commissions as well. All DEC members are chosen by the CEC. DECs are now composed of five members selected on the basis of ‘open competition’. Members must be ‘non-partisan’, possess ‘high education’ and have a “certificate of an election official” (Art 33.5). This latter certification process raises serious issues to be discussed below. Due to the fact that their members are directly nominated by the CEC, the composition of DECs raises the same concerns regarding transparency and independence as is the case for the CEC.
