The Venice Commission and the OSCE/ODIHR previously recommended that Article 73 be amended to clearly state whether obligations regarding public media are applicable to media at both local and national levels, and stipulate more clearly which media can be considered “public media”. Although the 23 June 2006 amendments attempt to provide further clarifications, the terms used are still not sufficiently clear and it is not stipulated what is implied by a "public broadcaster", "local broadcaster" and “community broadcaster”. It is again recommended that the Election Code be amended to address this issue.
