Article 16.2 provides that a polling station may have up to 2,000 voters. During the 2006 municipal elections, observers noted that in a number of polling stations the number of voters exceeded 2,000. This number is high and places an administrative burden on the PEC. It is recommended that the number of voters allocated to a polling station be decreased to a more manageable number, such as between 1,000 and 1,500.
