It should be noted that a previous recommendation, concerning the secrecy of the vote due to the stamping of the rear side of the ballot after it was marked by the voter, has been addressed. Further, other positive safeguards have been included by amendments enacted after the last Joint Opinion. These include: (1) requiring that voters place their ballot into the envelope themselves and (2) requiring all PEC members to have individual stamps so that in cases of irregularities, it would be possible to connect the irregularity with the PEC member who issued the ballot.
