The new Electoral Code has significantly changed the method for forming lower election commissions.[24] Under the new Code, six members are appointed in a similar, but not identical,
fashion used for the formation of the CEC.[25] In addition, the seventh member of each lower election commission is assigned to the largest governing and opposition parliamentary parties on a fifty-fifty basis, determined by “random selection”.
