Article 5 generally provides that all Georgian citizens of at least 18 years of age have a right to vote. There is no residency requirement, which means that even those Georgian citizens who are outside of Georgia, for any length of time, are entitled to cast a ballot. Allowing non-resident persons to vote in an election is not inconsistent with democratic standards and international practice. For presidential and parliamentary elections, election precincts are established outside Georgia by the CEC (Article 16).
