The November 2007 amendments included a transitional provision (Article 129, prima 7), allowing for election day registration, which took place during the 2008 presidential election. In March 2008 amendments this provision was deleted and election-day registration did not take place during the 2008 parliamentary elections. This is a positive change. Thus, it is recommended that continued and greater efforts to improve the voters’ list be undertaken, since accurate and up-to-date voters’ lists contribute to the transparency of the voting process, and that use of election day registration in future elections be avoided.
