Article 17, par. 1 states that the election administration of Georgia is an independent administrative body and Article 19, par. 3 provides that members of the election commissions are not representatives of their appointing or electing subjects and must exercise their activities in an independent manner subordinate only to the Constitution of Georgia and the Law. The primary mandate of the CEC is to ensure the holding of elections and to control the implementation of the Election Code throughout the country and ensure its equal application in accordance with the Code (Article 29, par. 1a.)
