Paragraph 43

In order to increase the credibility of the electoral process and the public’s trust in the results, it is in the best interests of a state to conduct elections in the most transparent manner possible. In this respect, it is fundamental to guarantee access to election commission meetings and polling stations on election day to accredited media and observers. Both national and international observers should be given the widest possible opportunity to participate in election observation. For the most part, the Election Code adequately addresses the issue of transparency by providing broad rights for observers and requiring election commissions to prepare and conduct elections in a transparent manner, as well as providing media access (Articles 65 – 72).
