Clause (3) of Article 18 implies, in the English text, that one must meet the requirements for being a voter in Albania in order to be an observer. Although this may be an acceptable requirement for domestic observers, it presents an obvious problem for foreign observers who cannot meet the requirements for being a voter in Albania. The OSCE/ODIHR and Venice Commission recommend that this be clarified.
