On a related point, during the 2008 presidential and parliamentary elections, the election administration and courts interpreted Article 16, par. 3 to permit special polling stations to be established at police compounds, although this article does not specifically allow for that. For clarity, legislators should consider whether or not police compounds are permissible places for special polling stations to be established, and if so, Article 16 should be clarified in this respect. If special polling stations are to be permitted in resident police compounds, the concerns regarding military voters and recommendations thereof would equally apply to police voters.
