Provisions regulating recounts of ballots should also be clear and consistent, regarding the authorised bodies, the circumstances requiring recounts, and the timing and procedures to govern recounts. The Georgian Election Code does not provide such clarity and consistency. It is recommended that the Election Code be revised to include detailed procedures and grounds for ordering and conducting recounts. The law should also require that notice of the recount be provided to accredited observers in a timely manner.
