Article 61, par. 5 stipulates how a complaint on violations regarding any aspect of the electoral process shall be drawn up before compiling the summary protocols. It is not clear how such a complaint could be drawn up prior to the compiling of the summary protocol since some of these complaints would relate to the summary protocol itself. It is thus recommended that this provision be revised to allow for the filing of such complaints subsequent to the drawing up of the summary protocol.
