Paragraph 133

Relevant public authorities should be fully informed of their obligations under the Election Code, and public servants and officials at all levels should be fully informed regarding the restrictions on campaigning that apply to them. Enhanced enforcement of the election-related laws by all levels of the election administration, Ministry of Interior, General Prosecutor, and the courts is also required. Therefore, as in former opinions, the Venice Commission and OSCE/ODIHR reiterate that good faith implementation of electoral legislation remains crucial.
