Article 37 provides that Precinct Electoral Commissions (PECs) are “appointed by members of the respective Territorial Electoral Commissions, according to the principle of one member of the Territorial Electoral Commission – one member of the Precinct Electoral Commission”. Thus, concerns expressed above about the appointment principles governing appointment of the TEC are also applicable to the appointment of the PEC. Further, it is assumed that the judges on the TECs do not have to appoint a judge on the PEC, but may appoint any trained and certified person eligible to become a member of the PEC.
