The Parliament (National Assembly) of Serbia is a unicameral body and consists of 250 members directly elected by secret ballot for a term of four years. Article 4 of the law provides that members of the National Assembly are elected under a proportional representation list system in a single republic-wide constituency. Lists of candidates may be submitted not only by political parties, coalitions, and other political organisations but also by groups of citizens. The law does not define what organisations qualify as “political organisations”. Nor does the law define the number of persons or process for constituting a “group of citizens”. The OSCE/ODIHR and the Venice Commission recommend that the law be amended to state the legal criteria for both so that it can be determined whether a nomination by such an “organisation” or “group” is valid.
