In order to be registered a list must be supported by 10,000 voters’ signatures. Article 43 provides that every signature must be authenticated in a municipal court, for which a fee will be charged. However, Article 43 does not specify the procedures for authentication of signatures. The OSCE/ODIHR and the Venice Commission recommend that the law be amended to specify the procedures for authentication of signatures.
