According to Article 23(5), the normative acts of the CEC enter into force after their publication in the Official Journal, except for those cases when the circumstances impose their immediate entry into force, while other acts enter into force immediately. The provision should be reconsidered. Unpublished norms might be applicable as instructions for the members of lower electoral bodies, but the principle of rule of law does not allow application of norms which are not published. Especially responsibilities and sanctions (Articles 168 to 176) cannot be applied in these cases.
