In half of the ZEACs, the seventh member is proposed by “the first party of the parliamentary majority” and in the remaining half of the ZEACs the seventh member is proposed by “the first party of the parliamentary opposition”.  The sharing of seventh members is to be based on objective criteria of (1) “random selection” and (2) “equal distribution in the electoral territory”.  In those ZEACs where the seventh member belongs to the main party of the parliamentary majority, one of the ZEAC members representing the main party of the parliamentary majority is elected chairperson while, for the other half, one of the members of the ZEAC representing the main party of the parliamentary opposition is elected chairperson. The deputy chairperson is of the opposite political affiliation to that of the chairperson. The ZEAC secretary is proposed by the party that proposes the deputy chairperson of the ZEAC.
