The Code does not foresee the possibility for the Electoral College to invite other interested parties to the proceedings which were not parties in the proceedings before the CEC. It is thus possible that a person whose rights have been affected by a decision of the CEC, may not appeal to the Electoral College if he/she was not invited to the procedure before the CEC or if his/her request to participate in the proceedings according to Article 133(2) was rejected. In view of Section II.3.3.f  of the Code of Good Practice in Electoral Matters quoted above the Venice Commission and the OSCE/ODIHR recommend that the Code be amended accordingly.
