The amendment implements the OSCE/ODIHR and Venice Commission recommendation to set the threshold necessary for releasing candidates in elections to Milli Majlis and to Municipal Councils from the obligation of paying the cost of free airtime and space at 3 per cent of the number of valid votes instead of 3 per cent of the number of voters.[9]
