An amendment to Article 46.6 provides that the Precinct Election Commission shall prepare voter lists, in addition to members of the military and their family, for accused persons detained in investigative facilities and inmates in penitentiaries. Such lists are provided to the Precinct Election Commission by investigative facilities and penitentiaries at least 25 days prior to election day. An amendment to Article 46.9 provides for the establishment of electoral precincts in penitentiaries at least 35 days prior to election day. These amendments may facilitate voting by persons in detention.
