 In some countries there is a difference between a party as a legal entity and its registration in order to run for election.  The requirements for the first are weak and no more than any non governmental organisation (NGO), whereas the requirements for running in elections are such so as to show some degree of public support.  According to the law on political parties, the party is to be dissolved if the supporter base is reduced.
