The right to vote is fundamental. Depriving a citizen of this right should be done only in exceptional cases. Article 123 (1) and (2) should be changed in such a way that conscripts, students and others with temporary residency can vote, either for their home municipality by absentee votes, or where they have their temporary domicile.
