It is understandable that there may be special circumstances under which voting may not continue, or even be re-located to another venue, however any such circumstances should be clearly listed in the code, and closing of voting after 2 hours of suspension should not be foreseen. The relevant election commission (or in specific circumstance another relevant authority) should make a justified decision on such a prolonged suspension of voting before such suspension takes place and such a decision should be subject to appeal to a court. In addition, circumstances that may lead to such a long period of suspension of voting are possible under any election, and not only local elections.
