The quality of the voters register has been an issue ever since multi party elections started in Moldova. The main rule is that people shall register where they live and vote where they have registered. Those who move after the registration is closed may be assigned to a new voting location by receiving a voting right certificate confirming the removal from the previous register (Article 39(9)). The registers are kept at mayoral level and the possibilities for checking across the whole country for duplicates are limited.
