50. The European Court of Human Rights has also clearly declared that the rights set out in Article 3 of Protocol No. 1 are not absolute, but may be subject to limitations. Since Article 3 recognises them without setting them forth in express form, let alone defining them, there is room for “implied limitations”.[25]
