 The Opinion on the Election Law[15] stated that Article 27.7 prescribed that decisions were taken by a majority of its members, not by majority of those voting. This seems to be too strict and is not in line with decisions e.g. in the Central Electoral Commission. It could be a translation mistake, since it differs from Article 32.2, where decisions of the councils and electoral commission members only require consent from a majority of the members at the meeting in order to adopt a decision. In sum, it is still recommended to bring Article 27.7 in line with Article 32.2 in case the comment is not based on a translation error.
