The following points of the Joint Recommendations have not been followed up:
The electoral districts below the national level are supposed to follow the boundaries of the administrative units of second level. The Joint Recommendation commented that the Articles 26 (1) c) and 27 (1) are confusing[16] since they state that the districts should be established by the CEC. It should suffice to establish the electoral councils of the same districts.
