Yet, the code does not specify how those numbers are obtained. It is suggested that the “number of ballots received” is calculated based on the number of signatures in the voters register, and that the number of voters “who have participated” is obtained from the number of ballots found in the ballot box. The distinction between both numbers has often not been understood in the past. If not in the Electoral Code, this question should at least be clarified in the relevant instruction from the CEC, as well as on Polling station and District election commission protocol forms, as described in Article 59.2. Furthermore, the 2004 Joint Recommendations also suggested that there should be a re-count at polling station level in cases when these numbers differed by more than 2%.
