A simpler system which requires only one ballot would be the one adopted in Bosnia and Herzegovina in 2000 and which is commonly used for example in Scandinavia and in Romania in a slightly different form. The system is based on multi-member constituencies. The largest share (e.g. 70-80%) of the members of the Parliament would be elected by a proportional system in the multi-member constituencies, and the rest would be distributed as compensatory seats according to the countrywide results. No threshold should be applied at local level, whereas a threshold could be applied for the compensatory seats.
