Article 37. Many countries do make such cash payments to candidates who receive a pre-established percentage of the vote – but this is a non-returnable grant rather than a repayable loan, as appears to be required in clause 4. A non-returnable grant to candidates / parties with a specified amount of votes would appear to be justifiable state support for competitive elections.
