21.  All members of electoral commissions should be guaranteed the opportunity to participate in full in the administration of the election. Such guarantees are particularly important for members appointed in the extended composition of the REC and PBs. In order to provide such guarantees, the law should establish the right of all members to be notified in a timely manner of sessions, provided with full access to election documentation, and to attend and participate on an equal basis in all sessions. As none of these rights are expressly stated in the law, the OSCE/ODIHR and the Venice Commission recommend that the law be amended to include express guarantees of these rights for election commission members.
