27.  The Venice Commission’s Code of Good Practice in electoral matters provides that:
Observation of elections plays an important role as it provides evidence of whether the electoral process has been regular or not. 
There are three different types of observer: partisan national observers, non-partisan national observers and international (non-partisan) observers. In practice the distinction between the first two categories is not always obvious. This is why it is best to make the observation procedure as broad as possible at both the national and the international level.[7]
