1. Elections to the Senate shall be conducted by:
1) the National Electoral Commission;
2) constituency electoral commissions;
3) ward electoral commissions.
2. The tasks of a constituency electoral commission referred to in paragraph 1, subparagraph 2 above, may be carried out by the constituency electoral commission created for elections to the Seym, as designated by the National Electoral Commission.
3. In event of a by-election, referred to in Article 215, a constituency electoral commission and ward electoral commissions shall be created pursuant to the provisions of this Act.
