Article 10
 

(1) The secretary of the Central Election Board shall be appointed and/or recalled by the Government. Secretaries of regional and divisional election boards shall be appointed and/or recalled by the Minister of the Interior. Secretaries of district election boards shall be appointed and/or recalled by the head of the respective district State administration office, however, in Prague and in the cities of Brno, Ostrava, and Plzeå, secretaries of district election boards shall be appointed and/or recalled by the mayor of each city. Secretaries of ward election boards shall be appointed and/or recalled by the chairman of the local council or the mayor of the respective Municipality; in Prague, and in certain statutory towns divided into geo-political subdivisions, secretaries of ward election boards shall be appointed and/or recalled by the chairman of the local council of the municipal district or municipal part in question (hereinafter "Mayor"). Secretaries shall be appointed no later than twenty days prior to the day on which the election boards shall have been incorporated pursuant to this Act.

(2) A secretary shall be a member of the election board who shall have a voice, but not a vote on the board, and who may submit proposals to the election board. Secretaries shall take an, the wording and procedure of administration of which have been specified in Article 8, Paragraph 3 abovementioned.

(3) Should a secretary cease to perform the rights and duties of his/her office, a new secretary shall be appointed to the election board no later than two days hereafter.
