Right to speak but not to vote in Electoral Commissions
The Director of the Electoral Register Office and Provincial Delegates thereof shall have the right to speak, but no right to vote at the Central Electoral Commission and at the respective Provincial Commission.
Secretaries of Electoral Commissions may speak but not vote in deliberations thereof and shall be responsible for the custody in their respective office of all documents pertaining to the Commission.
