Article 22(8) of the draft law, similar to existing legal provisions, requires CEC decisions to be published on the CEC website within 24 hours of adoption. However, the minutes reflecting CEC discussion of the issues prior to the decision, although required to be signed by members, do not have to be published on the CEC website. The OSCE/ODIHR has previously recommended that the minutes of CEC meetings also be published on the CEC website as a means to enhance transparency. This recommendation remains unaddressed.
