C. Election Commissions


Article 26 (6) of the draft law provides that “A person may be appointed to be the head, deputy head or secretary of a district election commission only if he/she has completed the training for managerial positions of a district election commission organised by the Central Election Commission”. In addition the secretary must have command of the state language to the extent necessary for the management of the records of the DEC. These are positive developments; however this provision raises a number of questions; for instance, how the candidates for the training are selected and when the timetable for such activities is announced.
