C. Election Commissions
Higher level election commissions have the authority to convene a meeting of the lower level commission Articles 30 and 31 (7). A meeting can also be convened by a written request of one third of the members of the commission. Article 33 (5) establishes that a quorum is reached when at least half of the members of the election commission are present. According to paragraph 10 a decision is adopted by “an open vote by a majority of the members present at the commission’s meeting”. A combination of these two provisions can lead to abuses, since there is a possibility that decisions can be taken by a minority of commission members.
