C. Election commissions
Article 26.7 of the parliamentary electoral law provides that a person may be appointed to be the head, deputy head or secretary of a DEC only if he/she has completed training for managerial positions of a DEC established by the CEC. In addition the secretary must have command of the state language to the extent necessary for the management of the records of the DEC. These are positive provisions, which should increase professionalism in these positions on the DEC.
