C. Election commissions


Articles 10.1 and 12.1 of the draft CEC law require the CEC to not only “consider” decisions but to also “discuss” decisions at its sessions. This should address the concern noted by the OSCE/ODIHR in the final report on the 2012 parliamentary elections that CEC meetings and decisions were held “behind closed doors.” Similar requirements for election commission “discussions” are found in Article 33.10 of the draft electoral law for DECs and PECs.
