A. Composition and appointment of election commissions
The Venice Commission and OSCE/ODIHR recommend reconsidering the current system of formation of election commissions in order to narrow the scope for possible partisanship and politicisation of election administration that puts party interests above voter interests. The dominate role of political party representatives in election commissions at all levels could be complemented by appointing, in addition to party representatives, election officials selected from among representatives of the judiciary, civil society or professional election administrators without party affiliation. However, any changes must be based on broad consensus. |
