A. Composition and appointment of election commissions
Article 13.1 provides that a member of the CEC has a four-year mandate with the right to be re-elected. It would seem desirable to provide that, except in the situation dealt with in Article 19.2-3, the period of the mandate starts shortly after the previous elections have taken place in order to enable the members of the CEC to prepare for the next elections. If non-partisan members are included, it would be suitable that the mandate of the CEC does not coincide with the mandate of Parliament. |
