B. Decision making of the election commissions









Article 24 of the Code provides for a qualified majority of five votes to adopt several important CEC decisions. Therefore, the successful conduct of elections requires a collegial approach and co-operation between both sides of the political spectrum. However, in case of serious disagreements, one side of the political spectrum is able to withdraw from the work of the CEC, leaving it unable to make important decisions.
