B. Decision making of the election commissions
Article 35 paragraph 2 provides that meetings of CEAZs are valid when a majority of all members participate. Decisions of CEAZ are made by a majority vote of all their members. However, the Code does not address the risk of a decision-making deadlock caused, for example, by a lack of quorum caused by the failure of some political parties to designate their representatives to CEAZs in a timely manner before election day or in case of a boycott by such parties. |
