B. Decision making of the election commissions
Article 42.3 provides that members of VCCs have to state the reasoning for their votes on decisions in writing. This is rather unusual and cumbersome if strictly applied, in particular in view of the kinds of decisions listed in the fourth paragraph. It may be assumed that the commission secretary keeps minutes of the discussion. The Venice Commission and OSCE/ODIHR recommend reconsidering this rule. |
