The possibility of removing members of election commissions at will also goes against the ratio legis of the provisions setting deadlines for their appointment (Articles 28.2, 29.6, 36.2); that is, against proper organisation of elections by competent bodies. In particular, the removal of members of election commissions at the last moment or even a few weeks in advance of elections very much jeopardises efforts made to train them.
